Oh, but one oopsie. West Virginia did not exist in 1821. West Virginia was formed by 48 counties that succeeded from Virginia when Virginia succeeded from the US. That was early 1860's.
West Virginia exists BECAUSE it isn't southern. It seceded from Virginia when Virginia seceded from the U.S. After the war, it was confirmed, using the Confederacy's precedent of secession to justify West Virginia being a separate polity.
